If the expiration of a member's term of office is automatically brought to notice vell before it takes place, occurrences such as those referred to in sub-paragraph (a) of the foregoing paragraph could be avoided, and timely consideration could then be given

to the question of the re-appointment of the member for a farther term or to the appointment of a successor.
